Arcane workbench tooltip refactoring
...
- Reorganises the huge amount of code in the draw background/foreground methods into a hierarchical object system
- Makes the tooltip box change height to fit the content
- Adds text wrapping support for items/spells with super long names
- Adds proper format arguments to the mana readout translation
- The tooltip now shows the new spells that will be applied with a flashing animation

Add bookshelf interface to arcane workbench
...
Implements the main functionality:
- Access bookshelves from within the workbench
- Search by spell name, tier, element and type
- Sort by tier, element or alphabetically, ascending or descending
- Three-way shift-clicking support
- Automatic return of books to bookshelves when wand is removed

Change tome of arcana description to be more accurate, closes #330 . Also adds format args support to multi-line item descriptions and fixes the 1st argument being used instead of the 2nd in the lang files.
