Add potency modifier support for forest of thorns

Stop setting the block each tick to make thorns grow and do it properly in the tile entity and getActualState
...
Also fixes ownerless thorns not dealing damage and removes knockback

For some reason getTotalWorldTime isn't incrementing client-side in some cases when the doDaylightCycle is off, so replace them with alternatives wherever possible
...
What's really weird is sometimes it works just fine, even in client-side stuff
