rakshasa 6f71a8c1b1 * Added 'p.is_unwanted' and 'p.is_preferred' commands.

rakshasa bc96dbfa2d * Modified the fallocate configure check so it will fail if 'fallocate' can't be found.

rakshasa 61098513c6 * Cycle the order in which downloads are handled during ticks to 
ensure resource usage gets spread out over time.

* Changed element_file_list.cc to use te_command.

* File commands on file list iterators will be called on the File
pointed to.

* Fixed some sigc++ 2.1 compile errors.

rakshasa e15aee3f77 * Fix set_f_priority. Will require a call to update priorities. 
* CommandMap::call_command(...) now uses a single function for all
calls using an integer id to figure out the object type.

rakshasa a8bd405040 * Added support for xmlrpc commands on torrent::File objects. The 
xmlrpc command takes the download info-hash and the file index as the
first two parameters.

* Added several file commands.
