The great particle refactoring part 1: Introducing ParticleBuilder!

Adds ParticleBuilder to replace the particle spawning methods in the proxies, and changes all particle spawning to use the builder except for in the spell classes, which are to be reorganised first.

In particular, act as if a spellbook has been discovered during tooltip
generation if player is null. This allows JEI to index all the spell
names.

Fix Arcane Workbench GUI

- Explicitly render inventory mouseover tooltips (this is apparently required now for them to appear)
- When a wand is in, report the actual new xSize to Minecraft so things like JEI don't overdraw the tooltip on the right

Replace Achievements with Advancements
...
- Advancements are now in JSON files, converted by the included migration script.
- WizardryAdvancementTrigger is a generic achievement trigger that can be reused throughout the code to trigger custom advancements not covered by the JSON conditions.
- Plus some other small and obvious fixes.
